Serving as the market's Freenity outlet, it is owned and operated by GloboRB, alongside dual Horizon Television affiliate/Pivot owned-and-operated station WARO-DT (Channel 4). The stations maintain studios in Wuhu Town.

On December 25, 2022, WHFR (Channel 4) and sister station WARO (Channel 19) swapped virtual channel numbers to coincide with WHFR's channel location in the market's Spectrum cable lineup, which are 19 (for SD) and 1019 (for HD).
